Odisha EV policy

Odisha Government Mandates Only EV Purchases for Official Use From June 1

In a major push toward sustainable transportation, the Odisha government has announced that all government departments will purchase only electric vehicles (EVs) for official use starting June 1, 2026.

The new directive is part of a broader fuel conservation and green mobility plan introduced by Odisha Chief Minister Mohan Charan Majhi. The policy aims to reduce petrol and diesel consumption, lower carbon emissions, and accelerate EV adoption across government institutions in the state

EVs Now Mandatory for Government Purchases

Under the new rules, all new two-wheelers and four-wheelers purchased by government departments for official work must be electric vehicles from June 1 onward.

The government has also stated that hired vehicles used for official government work will also need to be electric vehicles wherever possible. Petrol and diesel vehicles may only be approved under special circumstances.

The move makes Odisha one of the leading Indian states actively pushing EV adoption within government operations.

The Odisha government said the initiative aligns with India’s broader clean energy and sustainability goals. The state also wants to reduce monthly fuel consumption across government departments by at least 10 percent.

The policy was reportedly introduced following Prime Minister Narendra Modi’s appeal to reduce unnecessary petrol and diesel usage and promote energy conservation.

Part of an 8-Point Fuel Conservation Plan

The EV purchase mandate is part of Odisha’s new eight-point fuel reduction strategy.

Key measures announced by the state government include:

  • Mandatory EV purchases for official use
  • Virtual government meetings wherever possible
  • Reduction in fuel consumption by departments
  • Carpooling for senior officers
  • Increased use of public transport for official travel
  • Electric buses for government employees
  • Lower official vehicle fuel allocation
  • Promotion of sustainable transportation practices

According to the guidelines, government offices from the state secretariat level down to district and block offices must follow these measures strictly.

Government Officials Encouraged to Carpool

The Odisha government has also directed senior officials using government vehicles to adopt carpooling wherever possible.

Fuel allocations for official vehicles may be reduced as part of the state’s effort to cut unnecessary fuel expenses. Officials traveling long distances for work have been advised to prefer buses and trains over individual vehicle use.

This move is expected to significantly reduce fuel consumption in daily government operations.

What This Means for India’s EV Industry

The Odisha government’s decision could become an important example for other Indian states looking to reduce fuel dependence and promote electric mobility.

Government fleet electrification can create:

  • Higher EV demand
  • Better charging infrastructure growth
  • Increased public awareness
  • Faster transition to clean transportation
  • Lower long-term operational costs

As more government departments switch to electric vehicles, India’s EV market may witness faster expansion across both public and private sectors.
